Findlay Creek, Ward 22
A subdivision with a finish date
Findlay Creek sits in south Ottawa between Leitrim Road and Rideau Road, with Bank Street along its eastern side and Albion Road to the west. It was City of Gloucester ground until the 2001 amalgamation and now falls in Ward 22, renamed Riverside South-Findlay Creek in 2022. From our studio on Ralph Erfle Way it is roughly 11 km northeast, and the drive crosses the Rideau.
What makes it unusual is not the size, it is the age. Findlay Creek Village broke ground in 2002 and runs through 22 phases with completion scheduled for 2027, which is a sentence almost no Ottawa suburb can say about itself. The 2021 census counted 4,395 dwellings and 14,089 people here. So the streets you decorate on are somewhere between brand new and twenty-odd years old, and never older.

North, on Leitrim Road
The City of Ottawa lists Gloucester Lion's Hall for rental inside Fred Barrett Arena at 3280 Leitrim Road, on the community's northern boundary, with tables, chairs, a kitchenette, a vinyl floor and a sound system. A hall attached to an arena is a plain rectangle under fixed overhead light, which is a good canvas and an unforgiving one. Colour and the backdrop have to carry the room, and nothing is fixed to a vinyl floor, so every stand is freestanding and weighted.
East, past Hawthorne
Two golf clubhouses sit within a short drive east of Bank Street. The Meadows Golf & Country Club at 4335 Hawthorne Road describes a clubhouse designed for large special events on its own site, and Anderson Links at 4175 Anderson Road runs a banquet room alongside its 27 holes. Clubhouse rooms usually arrive with windows and a view, which sounds like a small difference and is not: daylight decides how a palette reads at four o'clock and again at eight.
West, still on paper
The City has a Southeast Ottawa Recreation Complex planned for 1863 Earl Armstrong Road in this ward, with multi-purpose and meeting rooms in the Phase 1 program. As of 2026 it is in the design concept phase, engagement ran between March 10 and April 14 2026, and an open house followed on June 15 2026. It is worth knowing about and it is not a room anyone can book for a 2026 or 2027 date.
Whichever of the three you land on, three answers decide the design: how long the venue gives you between its bookings, which door the load-in uses and how far it sits from where a van can stop, and whether there is power where the display goes. Setting up in a house built after 2002
New drywall, young trees, a swale between the lots
Most of what we build here is in a house or a back garden rather than a hall, so the housing stock decides the job. Findlay Creek Village came from two builders, Tartan Homes and Tamarack Homes, in two-storey singles, bungalows, semi-detached and townhomes, with model sizes running roughly 1,625 to 3,869 square feet. Cowan’s Grove, Lilythorne, Pathways at Findlay Creek and The Leitrim Flats sit around them.
Indoors that reads as height. A two-storey great room with an open stair gives a backdrop or a balloon install a tall wall to work against and a second sightline from the landing, which is a gift on a birthday or a backdrop and floral build. It also means fresh paint and new trim everywhere, so nothing of ours is stuck, hooked or screwed to anything.
Outdoors it reads as sun and soft ground. Trees planted with the phase are still small, so a July afternoon in a Findlay Creek yard has very little shade in it and latex balloons feel every degree of that. The rear grading swale that runs between lots is shallow and stays damp, and the community sits against the Leitrim Wetlands, where drainage behaves differently lot by lot rather than to one community-wide rule. So we test the footing after rain and stand heavy bases on the patio or on boards, not on the low ground.
The community also has a signature outdoor place. South Nation Conservation manages the Findlay Creek Conservation Area and its boardwalk over the wetland, which supports about 90 resident bird species. It is a public trail and not a venue, so it is somewhere to walk after an engagement celebration, not somewhere anyone installs decor.

Our street is still being built. Where does the van park?
Tell us when you book and it stops being a problem on the day. Phases here are still going up, so a delivery can meet gravel boulevards, builder trucks holding the kerb, and no usable on-street space within two doors of you. What we need is a clear driveway and a route to the front door that does not cross a lot under construction. Everything travels on a trolley, so a short flat run beats a close one.
Bank Street is being widened. Does that change our timing?
It can, and we check it rather than assume it. The City is widening Bank Street from two lanes to four between south of Leitrim Road and south of Blais Road. Construction commenced in June 2024, and the first stage closed Bank between Blais and Shuttleworth from June to December 2024 with detours signed via Hawthorne and Albion roads. The following stage keeps two lanes open with partial driveway closures expected. We confirm the live status against the City's own notice before we set a load-in time.
There is no banquet hall inside Findlay Creek. Where do larger parties go?

Will a backdrop or a balloon wall mark our new paint?
Nothing we install needs adhesive, a hook or a screw. Frames, arches and balloon walls stand on their own weighted bases, which matters more here than in older parts of the city because none of this housing stock is old and much of it is under ten years. The thing to measure first is height. A two-storey great room gives a backdrop a genuinely tall wall to sit against, but the ceiling still sets the limit, so we size the piece before we design it.
Our townhouse has no side gate. Can a setup still reach the back garden?
Yes, and flag it early, because townhome and semi rows here often have no side access at all. The route is then through the house or the garage, which is a question of doorway width rather than willingness, and we build in modular sections that pass through a standard door. Once out there, soft ground is the constraint: fresh sod and the shallow grading swale between lots make poor footings, so heavy bases go on the patio or on boards.
