What makes Carp different is not the distance
Sparkle Events styles weddings, birthdays and corporate events in Carp, and Carp is already one of the areas this studio lists as served. The studio sits at 99 Ralph Erfle Wy in Nepean, 26.7 km from the village in a straight line, a shorter run than Orleans, which this business already covers. What makes Carp different from every other name on that list is not the distance. It is that three completely unlike rooms sit within about five kilometres of each other: a working fairground, a Cold War bunker four levels underground, and farm and estate property with no walls at all. The design starts with which of the three you have booked.
Most Ottawa communities give a decorator one kind of space and a lot of it. Carp gives three kinds and not much of any.

A fairground, a bunker, open land
Three completely different rooms inside one village
The Carp Fairgrounds at 3790 Carp Road is the working centre of the village. The Carp Agricultural Society has run the fair since 1863, and its octagonal Exhibit Hall has been the main fairground building since 1880, one of the few remaining octagonal frame fairground buildings in Ontario. The society’s own venue page lists three spaces it rents: the Ag Hall, Room85 and the Hayloft. Fairground buildings behave the way village halls behave everywhere. Overhead light is fixed and usually cannot be dimmed, so a palette has to survive a flat wash instead of being rescued by uplighting, and anything free-standing goes on a weighted base rather than into a floor.
The Diefenbunkersits just outside the village. It was built between 1959 and 1961 as the Central Emergency Government Headquarters, closed in 1994, was designated a National Historic Site the same year, and has been Canada’s Cold War Museum since 1998. It rents space, and the room list is unlike anything else in the region: the War Cabinet Room, the Bank of Canada Vault, the Federal Warning Centre, the Senior Officers’ Mess, the cafeteria, the helipad, or the entire bunker. The decor consequence is short and absolute. The building is four levels underground, so no daylight reaches any of it. Every colour in the scheme reads under fixed artificial light at every hour of the day, nothing can be planned around a window, and every crate goes down rather than in.
Outside the village boundary, which Carp has had since 1979, the land is farm and country estate on large lots. That is marquee and open-air territory, and it is where a backdrop and floral build has to be self-supporting, because there is no wall behind it.

The water line is the one that surprises people. Carp village is not on wells and septic. It is one of six communities on a City of Ottawa communal groundwater well system, and one of only three of those connected to the municipal trunk sewer. Cross the 1979 village boundary and you are on a private well and a private septic bed. So the honest first question on a Carp booking is not what the theme is. It is which side of that line the address sits on, because that answer decides where water comes from and where a stake may go.

What event decor costs in Carp
No competitor on this search publishes a number. Across three live reads of the event decor <area> ottawa pattern on 2026-08-24, thirty organic results were checked and the only one carrying a price at all was this site’s own, while “prices” and “cost” both turned up in the related searches. So here is what this studio publishes, for anybody.
Rental pieces start at $50. Custom favours start at $4.50an item and are priced individually: a mini glass candy and jewellery box at $4.50, a miniature coffeepot at $5, an incense burner at $5.50, a henna handkerchief at $6, a mini clay jar at $7.90, a shell box with chocolate and a printed name card at $8. Those are the studio’s published rates and they are the same in Carp as they are in Nepean.
A full styled build is not sold as one fixed bundle, and a village with three unlike venues is a good argument for why not. A ceremony in a fairground hall and a ceremony under a marquee on a hundred-acre lot need a completely different scale of nearly every piece. Itemised quoting means you see what the arch costs, what the head table costs, what centrepieces cost per table, and what draping or lighting adds on top, and you can change one line without reopening the whole thing. The rental list and the favours can also be booked on their own if you are styling the rest yourself.
What we style here
Weddings, birthdays and the fairground calendar
Carp held 1,477 people inside the village at the 2021 census, roughly the size of one large Ottawa subdivision. It is a working village with a real main street rather than a dormitory, and the calendar behaves like one.
Two fixed dates are worth knowing before you choose yours. The Carp Fair runs 24 to 27 September 2026 on the Agricultural Society’s own published schedule, and it is the village’s biggest weekend of the year. The Carp Farmers’ Market runs Saturdays from 8 a.m. to 1 p.m., May to late October, which is exactly the window a summer Saturday wedding lives in. Neither is an obstacle. Both are reasons to say the date out loud early instead of meeting the traffic on the morning.
For a wedding, the Carp variables are the three this page has already named: which venue type, which side of the village boundary, and what the light is. For a birthday or a shower, the usual Carp setting is a large private lot, and the limit there is almost never floor space. It is the distance from the nearest outlet to wherever the balloon install is meant to stand. For a corporate event, Carp offers something no boardroom in Kanata can, eleven kilometres up the road, and the museum’s rental list is where to start reading.
This studio works in English and Arabic, which matters most to the henna and cultural side of the calendar. It is worth saying because no competitor measured in this market advertises a second language.
Special Occasion Permits
Serving alcohol in Carp starts earlier than the decor does
This is the section every competing page skips, and on a rural property it is the one that actually moves a date.
The Alcohol and Gaming Commission of Ontario governs alcohol at private events in Ontario through the Special Occasion Permit. The AGCO’s own wording is that you do not need a permit for “serving alcohol to invited guests in your own home or a private place”, and that you do need one where “alcohol is being sold in a private place, unless the event is already being held at a place that has a catering endorsement”. Weddings, anniversary parties and funeral receptions are the examples the AGCO gives of a private event.
Two numbers from the AGCO’s private event application page, read on 2026-08-24, decide a Carp timeline:
- At least 10 days before the event, to avoid delays on the application.
- At least 30 days, and up to 60 days, before the event where an outdoor event requires municipal notification.
A marquee on a Carp farm with a bar in it is an outdoor event. Thirty to sixty days is longer than most couples leave between confirming a venue and thinking about the bar, and it is longer than the lead time on almost anything decor-related. None of it is ours to file. It is ours to raise early enough that it is not a problem, and to design the bar back and its balloon or floral treatment around a bar that is definitely happening rather than one that might be.
The fairgrounds’ own rental page mentions a Special Occasion Permit among its options, so a hall booking there and a marquee on private land are not the same conversation. Confirm which applies with the venue, not with us.
26.7 km in a straight line
Do you deliver and set up in Carp?
Yes. Carp is 26.7 km from the studio door in a straight line, computed on 2026-08-24 from the studio’s published coordinates to the village’s. For scale, Orleans is about 31 km and is already served, and Kanata is 11.5 km southeast of Carp down Carp Road, so the run passes through territory this studio covers anyway. Pieces are delivered, installed before guests arrive, and taken down at the venue’s teardown time.
Three things get settled before a quote goes out, and on a Carp booking they are worth answering in this order.
- Which venue, and which side of the village boundary. That single answer decides water, power, staking and load-in all at once.
- The load-in route and the window. Which door, what sits between it and the room, how long we have before doors open and after the last guest leaves. An underground museum and a fairground hall both have real answers to this, and they are not the same answer.
- Where power for the lighting comes from. On a large rural lot the ceremony spot can sit a long way from the nearest exterior outlet, and a long undersized cable run either trips a breaker or dims everything on it.
